May I renew a lost certificate of documentation?

No. 

A lost Certificate of Documentation must be replaced by completing an application for “Replacement.” 

Find that application here: Replacement (COD) According to the Code of Federal Regulations, “The owner of a documented vessel must make an application… for a replacement of a Certificate of Documentation which is: lost; mutilated; or wrongfully withheld from the vessel owner.”
